Heat a large pan over medium heat. Add the ground beef and season it with salt and black pepper. Cook until the beef is browned, stirring occasionally to break it up into crumbles. Once the beef is browned, add the chopped onion, green bell pepper, jalapeño pepper, and minced garlic. Cook for about 3 minutes, allowing the vegetables to soften and their flavors to meld with the beef. Add the ketchup, diced tomatoes, and water to the pan. Stir everything together until well combined. Add the mustard, brown sugar, and Worcestershire sauce. Mix everything thoroughly, ensuring the flavors blend well. Lower the heat and let the mixture simmer for 30 minutes, stirring occasionally. This allows the flavors to develop and the sauce to thicken.
